In a significant step towards accelerating Hyderabad’s urban transformation, the Telangana government delegation, led by Chief Minister Shri A. Revanth Reddy, held productive discussions with the Japan International Cooperation Agency (JICA) in Tokyo on April 17, 2025.
The focus was on securing financial backing for game-changing infrastructure projects, including the Hyderabad Metro Rail Phase 2 (₹24,269 crore), Musi River Rejuvenation and New Radial Roads connecting ORR and Regional Ring Road (RRR).
The first phase of the Hyderabad Metro, covering 69 km and built at a cost of ₹22,148 crore, is the world’s largest metro rail project under a PPP model. It currently serves approximately five lakh passengers daily. The proposed Phase 2 envisages five proposed metro corridors spanning 76.4 km. Chief Minister A. Revanth Reddy has emphasized the importance of completing all second-phase work within four years.
A Vision for a Global Hyderabad
CM Revanth Reddy presented Telangana’s investor-friendly policies and Hyderabad’s emergence as a premier global investment hub. Highlighting the state’s commitment to sustainable urban development, he emphasized the need for JICA’s support in funding key projects that will shape Hyderabad’s future.
Key Highlights from the Meeting
✔ Metro Rail Phase 2 – The project, a proposed joint venture between the Government of India and Telangana, is already under active consideration. The state seeks JICA’s support for a 48% loan component (₹11,693 crore).
✔ Musi River Revival – A crucial eco-friendly initiative to transform the riverfront into a vibrant urban space.
✔ Radial Roads – Enhancing connectivity between the Outer Ring Road (ORR) and Regional Ring Roads (RRR) to ease traffic and boost economic growth.
Telangana CM Revanth Reddy shared his vision of developing Hyderabad on par with global cities like Tokyo and New York, urging JICA to partner in this transformative journey. CM Revanth Reddy also stressed that the Indian government’s foreign debt funding norms were being followed strictly by the state government.
JICA’s Response: A Strong Partnership Continues
Mr. Shohei Hara, Senior Vice President of JICA, acknowledged the long-standing collaboration between JICA and Telangana. He encouraged the state to fast-track approvals with the Government of India to facilitate funding.
With positive discussions paving the way, Telangana is poised to secure crucial funding for these mega projects. If approved, these initiatives will not only enhance Hyderabad’s infrastructure but also create jobs, improve mobility, and elevate the city’s global standing.
