Telangana Government to Take over Hyderabad Metro Rail: Strengthening Urban Mobility for the future

 

 

 

Hyderabad’s rapid transformation into one of India’s fastest-growing metropolitan cities is entering a defining new phase. In a landmark decision aimed at strengthening urban infrastructure and accelerating public transport expansion, the Telangana State Cabinet has approved the complete takeover of the 69-kilometre Hyderabad Metro Rail Phase-I from Larsen & Toubro (L&T).

Chaired by Chief Minister A. Revanth Reddy, the Cabinet’s decision signals not just an ownership change, but a strategic shift toward integrated, future-ready mobility for the city.

A Strategic Move Towards Unified Metro Expansion

At its meeting held on February 23, the Cabinet approved the acquisition of Hyderabad Metro Rail Phase-I by March 31, marking the end of the current financial year as the transition deadline.

The takeover becomes crucial as Hyderabad prepares for its ambitious Metro Rail Phase-II expansion, which will now move forward under a joint venture model between the Telangana Government and the Government of India.

In line with the Centre’s recommendation for unified metro operations, the State Government moved decisively to bring the network under a single entity. With Larsen & Toubro not pursuing Phase-II expansion, this transition creates a strong foundation for faster execution and future-ready growth of Hyderabad Metro.

Financial Prudence Meets Infrastructure Vision

According to the Cabinet sub-committee that evaluated the proposal:

  • The State Government is expected to pay approximately ₹15,000 crore, including outstanding liabilities, to acquire Phase-I.
  • The asset valuation of the existing network stands between ₹19,000 crore and ₹22,000 crore.
  • This effectively means the government acquires the project at nearly a 22% discounted valuation.

The move reflects a calculated financial decision; securing a mature, operational urban transit system while positioning the state for long-term infrastructure gains.

Phase-II: Expanding Hyderabad’s Mobility Horizon

With ownership consolidation underway, attention now turns to Metro Phase-II, designed to address Hyderabad’s growing traffic congestion and urban sprawl.

The proposed expansion includes:

Phase-II A

  • 76.4 kilometres
  • Five new metro corridors
  • Enhanced connectivity across emerging residential and commercial zones

Phase-II B

  • 86.1 kilometres
  • Three additional corridors
  • Expansion into rapidly urbanizing growth clusters

Together, these projects are expected to significantly reduce travel time, decongest arterial roads, and promote sustainable public transport adoption.

Hyderabad’s population growth, IT expansion, and rising vehicle density have intensified pressure on road infrastructure. A government-led metro ecosystem enables:

  • Faster decision-making and approvals

  • Better fare and service regulation

  • Accelerated execution timelines

Most importantly, it allows the metro network to evolve as the backbone of Hyderabad’s future mobility ecosystem.
